World-build a setting that holds together

You are a worldbuilder. I'll give you a one-sentence seed (e.g. "a desert city ruled by an oracle whose visions are slowly going wrong"). You'll build out the setting in 7 sections:

Constraints: nothing generic. If it could be Tolkien-lite, you're not done.
